National Clearinghouse for English Language Acquisition (NCELA)

MSG supports the National Clearinghouse for English Language Acquisition (NCELA), the U.S. Department of Education's national resource center for information, research, and technical assistance focused on English learners (ELs). NCELA serves state education agencies, grantees, local education agencies, educators, researchers, policymakers, families, and community stakeholders by providing access to evidence-based resources, federal guidance, and tools that support educational outcomes for English learners.

MSG developed and facilitated technical assistance (TA) to thousands of stakeholders in state and local educational agencies and institutes of higher education, resulting in tangible outcomes for English learner support and academic achievement. MSG organized and facilitated TA including webinars, 24-hour help desks, podcasts, and meetings. We drafted research-based resources such as Congressional reports, fact sheets, infographics, playbooks, practice briefs, and toolkits. MSG maintained the NCELA website and the Knowledge Management System (KMS) through which 123 of the U.S. Department of Education’s grantees from 42 states conduct reporting and receive technical support.

Our Technology and Digital Services team develops, manages, and enhances NCELA's digital ecosystem, including its public-facing clearinghouse, KMS reporting portal, and an English learner mobile application. These platforms serve as centralized hubs for resource dissemination, stakeholder engagement, program support, and knowledge sharing across the English learner community. Our team provides full lifecycle services including platform development, cloud operations, cybersecurity, content management, accessibility compliance, analytics, technical assistance support, and ongoing operations and maintenance. MSG also supports the delivery of multilingual resources and digital solutions that help families, educators, and education agencies access critical information and services.

Through secure, scalable, and user-centered platforms, MSG helps NCELA expand access to high-quality resources, strengthen stakeholder engagement, and support improved outcomes for English learners nationwide.
