The U.S. Department of Labor’s Chief Evaluation Office 2025 Summer Fellowship
On behalf of the U.S. Department of Labor’s (DOL) Chief Evaluation Office (CEO), Manhattan Strategy Group is pleased to accept applications to the DOL CEO 2025 Summer Fellowship. The program will accept up to six paid Summer Fellows who are either current Ph.D. students or recently graduated with a Ph.D. in the social sciences.

About the Chief Evaluation Office
The Chief Evaluation Office is an independent research office that coordinates, manages, and implements DOL’s evaluation program. CEO also manages DOL’s Data Analytics Unit (DA), working closely with all offices and agencies throughout DOL to develop and implement evaluations and analytics projects that respond to priorities set by the Secretary and the agencies. Working with CEO will give students a chance to learn about DOL’s many agencies and their missions, and contribute to research that supports policies, programs and initiatives to support workers
CEO’s evaluation research is conducted with scientific integrity, by upholding the five key principles of rigor, relevance, transparency, independence, and ethics of the Department’s Evaluation Policy. The Chief Evaluation Officer, as the department’s named Evidence Official, oversees several key evidence-building activities required by the Evidence Act (Title 1), including the development and publication of three related documents – the Evidence-Building Plan, Evaluation Plan, and Capacity Assessment – as well as efforts to improve the capacity of the Department to generate, access and use evidence.
About the Summer Fellowship Program
Activities/Job Description
CEO values the contributions made by Ph.D. students and recent graduates of many backgrounds. As a CEO Summer Fellow, you will have the opportunity to gain valuable on-the-job training and experience related to your field of study, gain exposure to the working of DOL’s agencies, or complete and present an independent research project on a topic relevant to your dissertation or determined in collaboration with CEO.
Summer Fellows will work with one of two CEO teams:
- - Evaluation Research: Summer Fellows working within the Evaluation Research side of CEO will complete an independent research project, as well as have the opportunity to become involved in the department’s program evaluation portfolio, which includes a wide range of studies as well as our behavioral insights program and Clearinghouse for Labor Evaluation and Research.
- - Data Analytics: Summer Fellows working on the Data Analytics team will work with CEO staff to contribute to DA projects for DOL agencies, gain exposure to public data analytics projects, and will also have the opportunity to learn more about ongoing projects across CEO’s portfolio of work.

Eligibility
CEO is seeking bright, innovative, results-oriented individuals to join the Summer Fellowship Program. The program is open to current Ph.D. students and recent Ph.D. recipients.
Employment will be contingent on the outcome of a background investigation. Fellows will need to complete the E-Verify process and an I-9 form. To review acceptable documents for the process please follow this link.
Compensation and work hours
CEO Summer Fellows are expected to work full-time (40 hours a week) for 10 weeks, starting on June 9, 2025, to August 15, 2025, Summer Fellows will be compensated at a rate of $35 per hour and should expect to work remotely.
