Human Services and Technical Assistance Expert

Dr. Marc Mannes has over 35 years of leadership experience with federal programs encompassing national grants, cooperative agreements, and contracts. His subject matter expertise (SME) covers the content areas of Positive Youth Development (PYD), Early Care and Education, Child Welfare, and Child and Family Services. He currently directs the National Clearinghouse on Homeless Youth & Families. Marc has led four national T/TA centers funded to advance federal program and service reform initiatives. Dr. Mannes directed a national TA Center devoted to supporting states’ infrastructure development and quality improvement strategies for preschool education. The other national centers Dr. Mannes led focused on: (1) facilitating state, county and municipal public child welfare and behavioral health agency leadership and practitioners’ effective implementation of evidence-based practices responsive to the trauma experienced by child welfare system involved children and youth; (2) guiding the implementation of federally approved evidence-based maternal, infant and child home visiting program models by Tribal government and Indian organization grantees; and (3) driving state implementation of family centered policies, programs and practices for child welfare system involved children and youth. He is a former ACF staff person formulating policy and regulations, and also serving as the national training expert in child welfare and crafting federal T/TA initiatives.
